Can joining a local dating agency do any good?

I am 21 years old and want to meet women so bad, but I don’t know anyone and neither do my friends and I can’t approach women in public because I am afraid I would just make them angry. I feel like if I don’t do something like this I will be alone forever. Does anyone think it will do any good?
I’m thinking of joining a dating agency but I’m scared. Any advice?

I could remember the old ‘lonely ad column’ in Britain which someone told me was for mainly rapists and murderers. I still see dating agencies in the same light but I’m also convinced that I’m wrong. Could you please advise me on the safest way to meet people safely or ways of checking that they are who they claim they are.
